Short answer: you can't. b2evolution is not designed to automatically create a blog upon registration.

Long answer: see above and add b2evolution is designed to be "your" blog that you can add users and blogs to. Once upon a time there was a hack for this. Then there was a plugin for it. Now with the latest generation neither the hack nor the plugin have been brought up to date.
