Just an idea. I noticed that some bots are doing user registration even if email activation is enabled. Should it be possible to use a captcha plugin to block robot when they try to register a new user ?
In b2e v1.8.x, the captcha plugin also integrates itself during user registration.
If you are using v1.8.x, try to check the settings of the captcha plugin, though if I remember it correctly, once you enable the plugin it is by default integrates in the registration page as well.
