I was seeing this on 6.5.0 have upgraded to 6.6.1 and still seeing this
A whole page screenshot would be more useful.
What skin are you using?
Is it a standard skin or did you modify it?
Today I visited my blog - in order to upgrade it to 6.6.3 - the messages I had been seeing were gone (sadly didn't take a screenshot before I upgraded) - I performed the upgrade, no errors reported but the messages above are back, I must be the only one getting these messages. I have cleared caches, reloaded, etc. still there.
@jmcgerr I think your Chita skin has a custom _toolbar.inc.php
file in it.

try deleting chita/_html_footer.inc.php
just dont use that skin. its very outdated - not to mention it was coded rather poorly. I had it on one of my blogs and even as the author I gave up on it.
I think it may be a good idea to remove it from skins directory.
We are actually in the process of swiping through the skins repo to see which skins can be salvaged and which not.
