Yes, Touch was installed originally. I've been using b2evolution for many years. I tried the installed version and menus didn't work on my cell, so I uninstalled it, Yes, I got the version from the website and installed that one to make sure I had the latest.
I'm using version 6.6.6.

Okay, everything is working now. I went in to the database and changed the evo_coll_settings.mobile_skin_ID to match the entry for evo_coll_settings.normal_skin_ID. I thought I might have to change something that flags Previews but the skins page works now also.
I suspect the problem has to do with trying to preview Touch on the desktop.
The cool thing I discovered is that by explicitly setting the skin ID, I can have different settings for mobile, even though it's the same skin.

Oops. I spoke to early about the two skins. Any change in one affects the other.
@dbell154 just to be clear:
What do you mean with "I added"? Touch skin is built-in the standard release, did you download it from here: http://skins.b2evolution.net/touch-skin-1?
Btw, what version of b2evolution are you using?
