can not post right latvian language characters

When I write latvian characters in Write or edit them in Post - all is OK. But when I publish on site - they change to wrong characters :(

I read docs how to localize language - all work !!!
I change all characters codings to latvian charset=windows-1257

Right side Titles: Recently, Last comments, Search - change to latvian OK,
but blog content change not :(

Please, can you suggest some ideas ?????

Anyway ... can you give some + points to smpdawg (from me) for he solve this problem ? I can not do it because I am new and I have no points.
He post will help many peoples that use not english characters ...
