On a fresh installation that included sample posts I could not edit the sample comment. I tried because I was unable to edit a comment I posted to test a plugin I'm playing with. I finished the bit of the plugin I was playing with then wiped the files and database then uploaded new to see if it was something I did or an actual bug, and I'm pretty sure it's an actual bug. Anyway this is what I got when I tried to edit the sample comment:
