I use this site forumblacklist is there a way to import there ip list? http://www.forumblacklist.com/blacklist.htm

They also a black list here I want to import http://www.dwhs.net/hostingforum/viewtopic.php?t=13127

No. Those will do you no good at all in your antispam list because they are IP addresses. Antispam works off keywords in a URL - not IPs.
