Widgets that can override the 'title' parameter and use its own title :

- All of the manually inserted widgets
- Blog title widget
- Random Photo

the rest can not such as :

- Categories widget
- Blogroll
- Rss/xml widget
- Search widget

has been discovered in 3.1 beta

tested in 2.4.6, that is stranger; for example the

- Blogroll & - Search widget this time takes their titles in 2.4.6 however -Rss/xml widget & -categories widget still dont
