Since you're a newcomer, you'll have to wait for an admin to authorize you to post. You can also e-mail the admin to ask for a promotion. When you're promoted, just reload this page and you'll be able to blog. :)
Where can I find the option or how to authorize an user to blog?
I tried to increased the level to 10, still cant. set them to Admin usergroup, slwo same. >.<

Each user needs to have individual permissions set for each blog.
To do this, go to the blogs tab, select the blog you wish to edit, then select permissions.
