I used some standard code from vBulletin to list the most recent threads in a sidebar block using VB's javascript feed, but it could be done a lot better with their RSS feed which can provide a preview of the last post (the JS feed only provides title, author, date/time and post ID).

Properly done, I think this plugin would provide selection of (and formatting of) title, author, date/time, post preview, and maybe more. Possibly the post text preview would be a mouseover. You'd be able to select the forumIDs you wanted to select from, number of posts, sorting, and truncation length for title.

Unfortunately the external.php file that vBulletin provides for exporting data to XML, RSS, JS and so forth is not described well at all.
