take away option for visitor to pick their own skin

I applied the Helsinki skin

and setting area of the admin console I uncheck the area to give visitors the ability to pick their own skin.

but when I visit my blog, the option is there.

can anyone help me remove that option, thanks

I always just hack the main.php file and edit out what I don't want showing but you could always use the link Graham showed :-)
