How can I continue to allow comments from existing users but prevent any new folks from registering?
(I'm not updating my site frequently for the time being, and almost all of my recent registrations are Chinese spammers.)

Now seriously, I don't know which version of b2evolution are you currently using, but this page may help you: http://b2evolution.net/man/default-user-permissions. You just need to uncheck the New users can register box.
