Nope. Everything is fine, according to maintenance. Also, I can post other things. Just this one book review gets that message. It is very weird.

<p>At first when I finished <em>Holding Fast to Dreams </em>I felt a sense of braggadocio. I had to think about it. I believe this is mostly because I was expecting something more autobiographical.</p>
<p>While the book does contain some autobiographic background. the focus is on Hrabowsk's accomplishments. Ultimately, I came to the conclusion that it's not so much bragging as “This is what I did. You can do it too." Hrabowski is offering UMBC as an example of success both to other campuses and to students and would be students. From this perspective it's an interesting read for anyone interested in higher education and those seeking ideas for improving it.</p>
At this point there is no url to check against a blacklist. I don't see any spammy words. I checked some that maybe someone else might think questionable, like "braggadocio." I don't get it.
Makes no sense to me. At this point I'll just link the review, but I would like to know what about this gets rejected and why.

Very weird! This is the part that gets the message
“This is what I did. You can do it too."
I changed it to "I did this. You can do it, too." and now it's okay. Very weird!!
Anyway, thanks for looking at this. If anyone ever figures out what is wrong with that sentence, I'd really like to know.

@airycat you didn't confirm that you ran the normalization tool. I guess you did because the collation error is gone.
I tried copying and pasting here http://demo.b2evolution.net/ the same text you shared above and it gets published as supposed. Can you tell us what error do you get?
The only "weird" thing I see in your original text is this symbol: “, which is different than this one: ", but it shouldn't imply an issue at all.

@mgsolipa, I don't have the normalization tool on my System>Maintenance>Tools page. I need to upgrade, which may possibly explain that. (I forgot to include that 5.0.9-stable is my b2e)

It is the quotation symbol! I have no idea why it's different, my old eyes didn't even notice until you pointed it out, but when I retyped it, I didn't get any messages. (I was copy/pasting before.)
And YES, I will be upgrading as soon as I get my ftp problem sorted out.

@airycat what version of b2evolution are you using?
It looks like you need to normalize the DB of your site to UTF8. The access to that tool can be found here: http://b2evolution.net/man/back-office-reference/system/system-maintenance-tab/tools-tab/ ( Check/Convert/Normalize the charsets/collations used by the DB (UTF-8 / ASCII) ).
Please make a backup of your DB before to run the maintenance tool.
