[2.3 - RC1] Ban symbol disappeared when moderating comments.

Hi, at EdB's suggestion, I am posting this question here. I run a nonprofit website (worldparrotrefuge.org) that receives bursts of spam comments. I moderate the comments by setting all new comments to draft status, and then in the case of the spammers, I report them by by clicking on the ban symbol. However, in the new rc 2.3, I'm not getting the ban symbol anymore. Is this a bug, or an intentional change?

This is a bug and it is reported before. I remember a guy called EdB reporting the bug first. ;)
