At certain places the file is called _basic_conf.php. That's wrong also. Where exactly did you find this? In the Wiki?

It's in the docs supplied with the download: upgradefrom_b2evo.html.

On the [url=http://manual.b2evolution.net/Upgrade_from_an_older_version#Upload_all_new_b2evolution_files_from_the_.2Fblogs_folder_to_your_site]wiki[/url] the path is correct, but it's not as clear that you should restore the conf file.
