I've done all the steps at http://manual.b2evolution.net/Installing_skins on how to install skins, however the two skins I've tried - coolblue and foliagepurple do not show up in the manage skins or install new windows. I've refreshed and no joy.
Try the following..
Make sure your new skins are uploaded to the Skins folder.
In your Admin section select Global Settings -> Skins Install
At the top right of that section you will see a link to 'Install New'
You should see your uploaded skins on that new screen.
