My b2evolution Version: Not Entered

Special characters are converted to multiple latin characters in permanent URL

such as turkish;

ö -> oel

but i just want to transform it to ö -> o simply.

where can i find these entries, i ve looked into formatting.php but couldnt find anything related to the issue.should i look elsewhere, or is it definetily in there and i have to look deeper ?
