[2.x] User Tools - HELP

My b2evolution Version: 2.x

Am I crazy or when someone creates a user account they have access to everything? Even with the lowest setting. I tried out creating an account and even with a level 1 setting they have access to my entire admin portal. The only reason I was setting this up was so users could sign up and receive email notifications when you new things were posted. I really don't want them to be able to control my entire site. Is that not a possibility? Why were they able to see everything?

You might like to check your group perms in admin > users > [group name] though ;)

I actually did that before I launched it and I set everything to "no access", but when I set up a test account and clicked on the link in the confirmation email I was able to access everything in the Admin portal.

Check what the group name is in Global settings > General > "Group for new users", it should be Basic users.
Seems like you changed it to Administrators :)
