Thanks Managerblue,
I did see that. I must be missing something because to me this looks like it is setup to autopopulate the Category URL based on the option selected in the Blog Settings and the Category name.
In the Blog Settings >> URLs >> Category URLs I have "Use extra-path: category path" selected. The example shows:
http://pptblog.tlccreative.com/index.php/cat/subcat
There is no further information/options, but I would assume that when creating Categories it is going to dynamically create a URL replacing the "cat" with the Category Name and the "subcat" with the Subcategory Name (which is not needed in my case as there are no subcategories).
So I am back to my original question, and confusion, when I am in Blogg Settings >> Categories >> New Category - what needs to be input in the "URL Name" field?
Thanks for the help.

The url field is the "slug" that's shown in your links ( http://yourdomain.com/index.php/my_cool_cat_slug/_rest_of_stuff
I normally just copy paste the create name into that field and lcase it ;) .... ohhh, and replace spaces/weird chars with _
With a tad of luck this will improve in 3.0 ;)

Thank you! It is always the easy solution that is overlooked. Got it now and added new categories - now just to update the past 3 years of posts into the new categories...
