I think that was mentioned on the forums recently. I don't think you can do it directly but the is a plugin somewhere to do it. Search the forums and you should find it.

You will need to enable advanced permissions for your blog via blog settings - features (if I remember correctly). This will enable two new tabs for your blog. From them you will be able to assign certain users or groups the ability to create new posts. You can also say what type of posts they can make - published, protected, private etc.
