as far as i'm aware the manual covers the latest versions (0.9.x) only

Nope, the manual doesn't cover software that is six months out of date.

Not like the clarification is really necessary, but actually yes, [url=http://b2evolution.net/man/2004/06/16/tricky_stuff]some manual pages[/url] do refer to versions prior to 0.9.x., so it does cover software that is out of date. (The old Wiki was ported over into a b2evolution framework.)
But note the first line of the [url=http://b2evolution.net/man/2004/06/17/authorize_new_users_to_post_howto]the manual page in question[/url], the one that says you can create new users in the backoffice. The first line of that manual page is "This man page refers to b2evo 0.9.0"
To the best of our knowledge, the manual accurately describes the behavior of b2evolution, past, present, future, deprecated, obsolete, pre-release, whathaveyou, without any qualifying statements. It is not a complete description, but it is accurate. If the manual page only refers to a specific version/set of versions, it says so on the manual page.
may i suggest that you upgrade to a newer version, as 0.8.6.2 is obsolted now.
