My b2evolution Version: Not Entered

i am having problems with the user and group permissions. No matter what i set no one can publish to the blog. I have give most everyone admin permissions with the exception of the changing usernames and such and they still cant publish. only me and the admin login (listed under administrators) can publish. What could i be doing wrong. :?:
