Hi I'm in the UK and I cannot change the time zone for my country. The drop down box only shows the option that's already set. My times are out of sinc.
Looking at my 1.8.x setup, which is probably similar, you need to go to App Settings :: Regional and then you'll see a box for time difference and region. Correct them and it should work.
