[2.x] Can't upload files in directories except User Root dir

My b2evolution Version: 2.x

I can't upload files to directories that is created when you creates a new blog.

The only directory that i can upload files to is the "User Root directory".

I have tested the p.php premission test file and chmod directories both to 775 and 777 but i cant still upload files.

This is the messages i got.

"An unknown error occurred when moving the uploaded file on the server."

Check with your server support if PHP safe mode is enabled.

PHP safe mode is enabled, and it looks like they don't turn it off for the moment.

Anny other solution?
