Just rename or delete /conf/maintenance.html file

I upgraded to 4.1.1.
needed to get it back up yesterday so deleted all the installation, except the conf directory and media and restored from a local backup, of course it didn't work.
Deleted the conf directory restored from my backup and got it back.
Thanks for your help, will be easier if it happens again.

b2evo v4.1 and up creates a shutdown job to delete the file. Maybe we shouldn't start backup process if we failed to register a shutdown function?

No we should not prevent backup in any case.
Also keep in mind even the shutdown function may fail :p
We should probably add a big fat warning though if we were not able to significantly increase the time limit for the PHP script. That is the root of all evil.

I removed maintenance.html and then followed the instructions onscreen to update the database - no problems. Blog reappeared, great relief, stopped sweating! Thanks a lot, VERY much appreciated.
Just had this same error message on my blog after doing an upgrade, I can restore my previous files and sql database but wondered if there was an easier way around it.
