those are widgets, and you can change their title under blog settings>widgets by editing them

The change you suggested works for Categories, but not for the Public Blog List.
I made a recommended hack to get a dropdown menu selection on the blogs list - please refer to recent Forum topic "Blog List as dropdown menu".
The side bar menu title now shows "Blogs" regardless of what the widget title is set to.
