[4.1.x] Create static page problem

My b2evolution Version: 4.1.x

What is the purpose of a static page - can't find any help in forums or manuals.

If it's what I think it is, I'd like to know what needs to be done (file structure) so the page can be generated.

This feature is deprecated. If you want to lower server load go to blog settings > advanced tab and enable page cache.
