It's an image. I don't know what file it's in, but if you use Firefox you can right-click and "view background image" to see. Thus, unless you tweak the image you're pretty much stuck with it.

Yea you are right it is custom/img/bg_content.gif

Looks fine in Firefox to me. You could be seeing a cached version. Delete your cache and try again.
