I'm wondering if it's possible to set up this blog structure on a single site:
Blog 1: registered members can comment but not post; only editors can post
Blog 2: registered members can comment and post. But their posts are moderated
Blog 3: any registered member can post & comment
Can it be set up that a member only registers once, and their user levels/permissions are assigned automatically for each blog?

That's basically how the permissions work. A user has one account and you go into the permissions for each blog and set what each user is allowed to do. The only problem might be only allowing registered users to comment. That might require a bit of hacking into the code. Search the forum, I know it's come up here before. The rest of what you're asking for should work right out of the box.
