I suggest not ever using this suite from "http://www.devside.net/"
Use this suite instead "http://www.apachefriends.org/xampp.html"
I have installed everything from B2evolution to Mambo without one problem using a spare XP pro system.
I'm hosting it on my spare machine thanks to http://www.no-ip.com/index.php
They allow me to use my ISP IP# with a sub-domain to test my web site.

I use no-ip for one of my sites, but lately I've been doing new self-hosted sites using www.zoneedit.com for the dynamic dns. I can get a full domain name from yahoo for $3 a year and zoneedit points up to five names for free.
