Yes - simply edit the post, and on the right side, change the Comments status to "closed".

Is it possible to shut off the trackback of a specific post??

you can't shut down a track back for just 1 post.
You'll have to shut down it for the whole blog

OK how would I disable the trackback feature entirely??

Admin > Blogs > blog name > advanced.

There's settings for trackbacks and pingbacks amongst other things.
