There are plugin hooks and there's been a thread about it already in the forums.

For setting up subdomains see http://manual.b2evolution.net/MultipleDomains and to automatically create a blog for a new user you would have to hook the appropriate events. See e.g. the (included) ldap_plugin and search for the other thread about this here.
