Do you know if there is suppose to be an admin folder? I just checked and the file I downloaded did not have an admin folder in it.
No there is no admin folder. Everything is done via the admin.php file
I figured out the problem. I had to disable modsecurity for the site.

Hmmm that is strange. I ran into a problem similar to that and what I had to do was delete my primary web folder on the webserver and then re-create it and install all my blog folders again. Not sure if this will fix your issue or not. I am running IIS 6 as well. I actually am running multiple websites on the server so it was easy for me to delete the main folder associated with my site because it did not reside in my wwwroot folder. Let me know what you come up with. Also if this is an upgrade you may also want to just try a full install but if you alrady have multiple blogs created im sure that would be a pain. Good luck!
