MySQL error!

I am installing b2evolution on a server and I get the following error when I submit the install/index.php page:-

MySQL error!

Error establishing a database connection!

Client does not support authentication protocol requested by server; consider upgrading MySQL client

My ISP insists that the MySQL is later than 3.23. What could be the problem here ?

More information:-

The MySQL version is 4.1.13a-nt. According to the MySQL documentation this error is caused by attempting to connect to the MySQL database using an older client. I'm not sure why I would have a problem here - surely B2Evolution is used a client that is 4.1.13a or later ?
