Two things,:

1) The first on 'Inactive / Uninstalled plugin' it produces a notice:

Notice: Trying to get property of non-object in /Users/macbookpro/Dropbox/XAMPP/Development/inc/widgets/model/_widget.class.php on line 218

2) Then the user is still able to 'enable/disable' the plugin (Even though it does not technically exists)

This error is replicated when a plugin is installed and then its files (in the plugin_name folder) is deleted or missing (it was removed outside b2e)
