You could test the newsletter feature going to Users > List, there you will find the button "Send newsletter to the current selection". That implies that you should filter you users list before to go to the newsletter compose form, because this one will show you only the number of accounts in the filterset and let you to fill two fields: Title and Message.

2) Can news letters only be sent to registered users, or can any email by specified.

According to this, newsletters could be sent only to registered users.

3) If one send a news letter, must one specify each username or can one send to all users easily?

The group of users that will receive your message is defined according the filters that you set in the Users List. If you are able to filter them properly and set your group as you want, then the bulk email sending will be a pretty easy task.
