In doing more testing, I see that .png links do not display on pages correctly. In Firefox, only the <img alt="something" shows. In IE and Chrome, a placeholder box with a generic image shows. The img alt or generic box can be clicked. That opens an image in a lightbox. This holds true for the Photoblog pages, also. In the case of Firefox, if there is no img alt, there is nothing to click. An example is the Advertisements widget on the sidebar of Blog A.
In attempting to discover the cause, I did note that there are no .png files in the /users/user_evocache folder, and its subfolders. In light of your response above, I think you are saying that these subfolders should have contents. The folder mentioned above is still empty. Also, at this point, the only folder /users/user_evocache is the faceyourmanga_admin_boy.png. Should I be seeing more?
Also, as part of trying to chase this down, I used one of your other links - http://forums.b2evolution.net/evocache-folder-read-write-error - and checked the Systems settings. Perms for the /global/banners, /global/logos, and /global/monument-valley files look okay at 775, but is there possibly an issue involving the php Owner/Group settings for the _evocache folders under the /global... folders being different from the owner/group for the source .png within /global/... files ? The files have my Owner/Group and the _evocache folders have the php Owner/group.
I realize that I may have conflated two different problems. There just seemed to be some similarity. In short, wherever there is a .jpg that should show or a .png link, I get either a generic box/img alt or nothing showing, respectively.

Do you have the php GD extension installed ? (check the system status page)
It's a folder containing thumbnails of that PNG in different sizes.
