I can't see anything obvious to suggest which skin it is, or even one it may have been based on, It could be completely custom looking at how it's been set up.

So I thought that MEXIN skin was.

I must admit, I'd not thought to look at it like that, but it does look like that's what the skin is called. There's nothing included with the installation, or on the b2evo site called that. It's still possible it's self-created, but I know there are a few things out there tucked away on places like GitHib if you go looking.
