You should download your specific locale file and put it in the /locales folder on the disc! Then it will work.
Standard only english, german and french are included!

uploaded 0.9x version's locale to 1.8, doesn't work. any ideas?

You could try a language pack here:

Those are compatible with 1.8. Actually, they are for 1.8 :-)
I've got exactly the same problem (I think). I upgraded from 0.9.1 to 1.8 and the blog and backoffice are in english, whatever I tried to do.
What I've tried so far:
App settings -> Regional: Default locale = dutch & disabled all other languages
Blog settings -> Main Locale: Dutch
What am I missing?
