Why would you install 0.9.*? It's pretty much obsolete! You should be using 1.9.3 instead, but that's not going to fix your problem. Are you logging in as "admin" with the random password it created when you installed b2evolution? All other accounts will need admin to give the new account(s) permissions to post in whatever blogs, so the "raise my level" thing is a bit misleading.
