I am on 1.10.2 version

I am looking for a plugin that will automatically post the contents of an uploaded text file to a blog whenever the contents of that text file have changed (file size is fine). This could be every 1 min, or every hour. I have another program I am using that dynamically generates blog posts from stuff I am working on, grabs all of it and puts into a text file which will then be automatically uploaded to the site. What I cannot figure out how to do is to then take this content and have it auto posted to my blog. If there is a way to do this without a plugin, please let me know. I am learning this stuff from scratch so this may be a feature or something that is easy to do but I have no clue :D
