[1.10.x] [1.10.3] Special Characters in Locale

My b2evolution Version: 1.10.x

Hola, acabo de instalar el unico locale de espanol para la version 1.10.3
todo bien al instalar, la cosa es que ahora las ñ y los acentos me aparecen con cosas raras como: "Pública", "Fecha emisión:" como lo puedo corregir? gracias

Hi, Ive just installed the 1.10.3, and Im using the only ES locale available here, all is fine is just that some weird characters appear where a letter has an acute (accent) i.e. á, ñ:

"Pública", "Fecha emisión:"

Any pointers on how to solved this?

Thanks..did what it says but no luck, now im reverted to english, too many settings for language for me, kinda frustrating, thank you very much
