Does 2.X have any extension to enable a simple administration of a webring?

I am aware of centralised registration sites (where each person has to go through the rigmarole of signing up) that do the same but I am specifically looking for code that I can put in my index.main.php and then the appropriate code that I can send the 'applicant'.

I would prefer an automated "Enter your site url here" form field in the sidebar, and (perhaps I am dreaming) a back-end accept/reject system.

If 2.x doesn't then I would appreciate endorsements sites that have code to do something similar.
