My b2evolution Version: Not Entered

My users are able to write posts only and nothing else..

but in the header; Dashboard>Global Settings etc exist too..

anyhow, i would like to remove the whole header in the image below, from "chicago" admin skin..

i assume everyone has it, and donot post anycode...
