I have one user on my blog whom I want to grant full admin access to one blog. She has set "admin" rights both in her group and in user's settings.

There's but one thing: when she writes a Draft, the button "Publish" doesn't appear in her posts/comments view. That's pretty strange because she can edit the post (and click publish there) or delete it, but she cannot directly publish it without editing. o_O

I think it's a bug.
