I don't think there is a built in way.

I have just used the method at the top of this page:

To alter post priority you must enable workflow for that blog.

Hi You can also alter its date. ie. Put next year on it if you order last first. :)

Thanks for the 'Workflow' note. It's resolved another problem of mine. duh!

I cheated in the end, put it in name order and numbered the categories so the welcome category had a 1 and therefor showed up 1st.
