ah, i guess i should have added some info...
i have 2 domains under one account, i had to set up the 2nd domain within the root of the master domain but the 2nd domain does not point to the master. the blog is with the 2nd (still with me?)
the master root is "/"
the 2nd is "/second" because the tech support told me to
i installed the b2 blog folder in the "/second"
darn it...
when i type my url i get a forbidden and a 404
If www.first.com points to / and www.second.com points to /second that means the root directory for the second domain is /second
Upload files in /second and you will get the blog entering www.second.com. If you get 404 in www.second.com that means you didn't set up the domain.

All you need is upload all files and folders from b2evolution/blogs to the root directory on your server.
