My b2evolution Version: Not Entered

ok so i'm new to this and i'm sorry if this is already posted but i can't find it

when a new member registers to my blog how do i grant them permission to blog as well

i read a post from 2005 that told me to go to the back office,
In the backoffice click on the tab 'Blogs'
Choose the blog you want to alter
Click on the tab 'permissions'
Check the permissions you want the user to have.
Click Save.

this didn't help me.... i don't see a blogs tab

if this is correct can you tell me how to get to this blog page, and if not can someone give me details on how to grant permission to write on my blog
