simple/expert tab on the write screen ;)

For users who have it, it appears on both the Simple & Expert tabs (though more details on the Expert tab).
For those that don't, it is on neither.

Here is what I have deduced: User level 10 has it, User level 1 does not. I am trying to determine the minimum level required and what else that gives the user. I thought the levels were all but useless. Guess not!

Yep, level 5 is a minimum to have the Issue Date appear.
