As I understand it, mail will be sent to all the users of all the blogs, since the mail sender is set up in the Global Settings. I would like to have the owner of each blog be able to send mail to only the users of their particular blog. How would I do this?

Are you talking about the [url=http://forums.b2evolution.net//viewtopic.php?t=16454]Mail Sender[/url] plugin? You can't do this with the current version, but I put it in todo list, that would be a nice feature.
